Reasonable suspicion testing is not based on guesswork or a single subjective opinion—it requires one or more trained supervisors to ensure that the decision to test is grounded in specific, contemporaneous, and articulable observations. Under DOT guidelines, supervisors must be trained to recognize clear indicators of drug or alcohol misuse—such as changes in appearance, behavior, speech, or performance—and to document those observations accurately. Requiring trained supervisors helps reduce bias, protects employee rights, and ensures that testing decisions are consistent, defensible, and compliant with regulations like 49 CFR 382.603. In situations where two supervisors are involved, it adds an additional layer of objectivity and credibility, reinforcing that the decision was based on observable facts rather than assumptions.
