What is the CDL Drug and Alcohol Clearinghouse?

The Federal Motor Carrier Safety Administration (FMCSA) commercial drivers license (CDL) drug and alcohol Clearinghouse is a national database containing information pertaining to violations of the U.S. Department of Transportation (DOT) controlled substances (drug) and alcohol testing program for holders of CDLs.  Violations of the drug and alcohol regulations in 49 Code of Federal Regulations, parts 40 and 382 by current and prospective employees must be reported to the Clearinghouse by MROs, substance abuse professionals, consortia/TPAs and other service agents.

Employers are required to query the Clearinghouse for new and prospective employees for any previous drug or alcohol violations before allowing them to operate a commercial vehicle. They are also required to query the database annually for each employed CDL license holder.
